Quality Premium for Learning Disability Services

Dear Member,

As you may know Shropshire Council operates a Quality Premium scheme for residential and nursing providers of services to Older People. The Council now wishes to introduce a Quality Premium for the learning disability residential sector and is looking at the best way in which this can be done.

Currently Older Peoples residential and nursing homes receive a quality premium over and above the basic fee based on their CQC rating. The premium is paid per bed for people placed by Shropshire Council at an agreed rate, currently £20 per week for homes rated Good (2 stars) and £30 per week for homes rated Excellent (3 stars). .

We are interested to know your views about a Quality Premium for learning disability services and how you think such a scheme might be operated. Do you agree that the fee per bed per week would work for the learning disability sector or can you suggest some other method?

If the older people’s model is acceptable based on a fixed sum per bed what, in your opinion, would be a reasonable bed price? Please be realistic in your answers.

I would also appreciate feedback on the service that the local authority provides to yourselves and people with a learning disability.

We are aware that people in receipt of Continuing Health Care are currently being re-assessed and, on reassessment, may not meet the criteria. Is this the case for your service users and is CHC an issue for your business?

We need the answers to these questions so that we can represent your interests and those of all our members to the best of our ability. This information is required for a meeting that is taking place on the 9th December 2009. Please send your response to me by the beginning of December so that we are fully prepared for that meeting.
